My Story

Hi, I'm Elsa Duranceau.

I was born in Merrill, WI the youngest of seven and a 5th generation Duranceau that was raised on the countryside spanning over Lincoln and Marathon Counties. My parents were working class folks that experienced the struggles of getting by. My father was an Air Force Veteran and mechanic. My mother was born and raised in Honduras and emigrated to the U.S. in 1976 after meeting my father while he was on duty in Spain.

I am a proud mom, solo parent, U.S. Air Force Veteran, UW- Madison graduate, Economic Development professional, strategist, grant writer, entrepreneur, event coordinator, creative systems thinker, and community servant.

I’m passionate! I care deeply about our basic human rights, justice, domestic tranquility, common defense, general welfare, and upholding our constitution, preserving democracy. Much of my work since I separated from the U.S. Air Force in 2018 has been creating programs and collaborating with area leaders to address community issues throughout Wisconsin's Congressional District 7 that includes: Child care, elder care, broadband expansion, justice involved youth and adults, workforce shortages, child support and family law, transportation, green energy and sustainability, and rural small business development.

I decided to run for Congress to continue my work influencing public programs and policies. I understand the processes and will passionately advocate for funding opportunities that best serve the people of WI CD7 and policies that protect our constitutional rights.

Professional Experience

Child Care Coalition of Wisconsin

Founder, President/CEO

Purpose: To reinforce the Wisconsin workforce.
 

Mission: Support child care professional through innovative programs and partnerships in order to meet the needs of
working Wisconsin families.

 

Vision: Ensuring all Wisconsin child care professionals have the means to thrive.

Launched in June, 2023, the Child Care Coalition was filed with the IRS as a workforce development organization as our purpose is to reinforce the Wisconsin workforce by supporting the child care industry. 

 

Our main goal for 2024 is to launch our website that will feature an "Adopt-a-Provider" program that will allow donors to see area child care providers' needs and connect them through an easy to use portal.

The heart of our service is the Shared Services Calendar  which child care providers can list future slot availabilities and Child Care Coalition Members can access for the opportunity to pay for the reservation. Initial number of slots allowed per year for both providers and members will be limited to 10. This is to ensure minimal disruption of the traditional waitlist yet be impactful for both child care seekers and child care providers so they can operate at capacity, pay higher wages, or just make ends meet.

Economic Development

Lincoln County Economic Development Corporation
Executive Director

Broadband Expansion - Secretary for the Lincoln Co Broadband Commission. Working to educate the public, liaison with service providers, and collaborate with area anchor institutions and government to establish competitive expansion plans and develop effective grant narratives. Overall preparation for the upcoming BEAD funding.

 

HUBZone Designation - Worked with the WEDC to petition Governor Evers' office for the governor appointed HUBZone designation. Lincoln County was awarded a one year designation on February 1st, 2024. Small businesses located in Lincoln County now have the opportunity to enroll in the HUBZone program and get preferred consideration for federal government contracts.

Dream Up!

Proud member of Lincoln County's motivated group of community leaders that aim to solve the child care industry issues. 

Lincoln County Summit 2024 -  Hosted the first annual Lincoln County Economic Summit in Merrill, WI with over 100 attendees. This year we showcased Lincoln County's plans for tourism, Merrill's leadership and branding, and Tomahawk's Main Street initiatives. Day two was a showcase of resource organizations for small businesses and volunteer opportunities.

Community Development Investment Grant - Supported the grant process for a building development on Tomahawk's Main Street. The local developers were awarded $203,000.00 from Wisconsin Economic Development Corporation for the restoration of 3 W Wisconsin St into a mixed-use space that will include apartments upstairs and office space on the main level.

Workforce Development

North Central Wisconsin Workforce Development Board
Worker Advancement Initiative (WAI) Grant Coordinator

WAI is a workforce development project funded by the American Rescue Plan Act and the State Department of Workforce Development aimed to address workforce issues after the Covid-19 pandemic.

 

I designed and implemented various short-term training projects in the top six industries most negatively affected by the pandemic: Manufacturing, Construction Trades/Renewable Energy, Transportation, Healthcare, Tourism, and Child Care. 

Projects of Note:

 

Child Care: Developed the WAI: Child Care Project that consisted of a streamlined training plan where I provided career support and case management for 30 participants pursuing regulation for family home child care resulting in the increase of new child care slots by up to 121 throughout six Wisconsin counties.

Tourism: I coordinated with the Northcentral Technical College, located in Wausau, WI and their phenomenal Chefs. Together, we designed an 8-week culinary bootcamp that aimed to increase the number of skilled cooks in the restaurant industry. The 8-week course included basic kitchen skills, serve safe, and a 5-week internship at one of the area's top restaurants.

Command and Control Battle Management Operations crew member that performed airspace surveillance and mission planning.

Mission planning cell supervisor to 11 airmen. Mission planning for AFSCENT air tasking orders and airspace control orders, organized, prepared, and briefed to senior leadership and crew.
